Executive Summary
​Monday, August 29, 2005 one of the worst recorded hurricanes in history made landfall in Buras, Louisiana. Covering an estimated 90,000 square miles it impacted the Gulf as a category 4 storm (Haddow, Bullock, & Coppola, 2008, p. 397). The storm brought with it heavy rainfall, flooding and harsh winds that displaced over 800,000 citizens from their homes and properties. The National Flood Insurance program paid out more than $16.1 million in claims related to the disaster with insurance losses ballooning up into the billions (Haddow, Bullock, & Coppola, 2008, p. 397).
